Victor Camps were created whenever a suitable number of local second generation members were deemed meritous of the Victor Program, a program through which The Family would attempt to indoctrinate teens in their beliefs. In most cases Victor Camps had over a dozen Victors but there were also instances in which the Victor Program in a home consisted of 1 or 2 teenagers.
